What is digital accessibility?

Everyone should be able to easily use and consult the information on a website or an app, in particular people with disabilities and/or using assistive software or specialised equipment (blind, partially sighted or otherwise disabled people).

Digital accessibility implies a set of rules and good practices covering the functional, graphic, technical and editorial aspects.

An accessible website makes it possible, for instance, to:

  • first customise the display using the operating system and/or browser (making characters larger or smaller, using a different font or colour, turning off animations, etc.);
  • second browse using assistive technologies such as speech synthesis or a Braille display;
  • third browse using just a keyboard, switches or a touchscreen, without a mouse;
  • and finally consult videos and audio content with the help of subtitles and/or transcriptions.

Policy on accessibility

The INFPC, the National Institute for the Development of Continuing Vocational Training, takes particular care over the accessibility of its website. It is committed to a process of observing the General Framework for Improving Accessibility (Référentiel Général d'Amélioration de l'Accessibilité - RGAA).

To achieve the best possible result, accessibility is taken into account by everyone involved in the design and development of the website.

They are also accompanied by a number of experts, mainly for auditing, arbitration and checking corrections throughout the design and development stage.

Accessibility statement

This accessibility statement applies to the website www.lifelong-learning.lu

Compliance status

The website lifelong-learning.lu is only partially compliant with European Standard E N 301 549 and the general framework for improving accessibility R G A A version 4.1 which implements it, because of the cases of non-compliance and derogations listed below.

Test results

The audit of compliance with R G A A version 4.1 carried out between February and May 2023 by the company Ideance showed that, for the sample studied:

  • First The overall rate of compliance was 83.1% (obtained by dividing the number of compliant criteria by the total number of criteria)
  • Second The average rate of compliance was 94.7% (obtained by taking the average of the rates of compliance for each page)

  • 1.1 - Two images conveying information do not have a text alternative.
  • 1.2 - One decorative image is not ignored by assistive technologies.
  • 7.1 – The "Copy URL" button and the "Search by key words" button are not fully structured using appropriate HTML tags and attributes.
  • 8.2 - The generated source code is not valid according to the specified document type.
  • 8.7 - A language change is not indicated.
  • 8.9 - Tags are used solely for presentation purposes.
  • 9.1 - Information in the "Contact" section is not structured by the proper use of headings.
  • 9.2 – Some pages do not have a consistent structure.
  • 9.3 - Lists are not correctly structured.
  • 13.3 - Office documents available for download do not have an accessible version.

Content not subject to accessibility requirements

The cookie manager "CookieBot" was exempted and has therefore not undergone a comprehensive and detailed audit.

However, it has been checked that its presence does not prevent the rest of the site from being used and consulted.

Further remarks

Many PDF documents available on the website are produced and/or commissioned by other government agencies. These documents may not comply with the standard E N 301 549 version 2.1.2.
