About the Training Observatory

The Training Observatory carries out studies and provides its expertise to help public and private decision-makers anticipate economic developments and guide training and employment policies. It is in contact with the institutional players active in the fields of education and lifelong learning.

Its work programme includes a number of studies and analyses:

  • Training practices of businesses
    Analysis of the training practices of businesses covers employees' access to training, businesses' training effort, and the State's financial contribution to businesses' training plans under legislation aimed at supporting and developing lifelong vocational training.

  • Training offer
    A recurrent survey of training bodies in the Grand Duchy is carried out every three years; it throws light on the structure and training practices of training bodies.

  • TEVA - Transition École-Vie Active (transition from school to working life)
    The aim of the longitudinal TEVA study is to analyse the careers of young people on leaving the school system. Career prospects for young people with initial vocational training qualifications are presented by means of a 'barometer' of professional insertion (only in french).

The Training Observatory is also responsible in Luxembourg for coordinating ReferNet, the European Network of Reference and Expertise in Vocational Education and Training.

This Network was set up and is coordinated by the European Centre for the Development of Vocational Training (Centre européen pour le développement de la formation professionnelle - Cedefop) to meet the growing demand for information enabling comparison of vocational training policies and developments in the member States.
