Reception and Integration Contract (Contrat d’Accueil et d’Intégration – CAI)
The Reception and Integration Contract (Contrat d’Accueil et d’Intégration - CAI) is an optional reciprocal undertaking between the State and any foreign national aged 16 or older and living in the Grand Duchy legally and wishing to stay.
It is optional, and open to citizens of countries both inside and outside the European Union, for people newly arriving and those who have been living in the Grand Duchy for years.
It lasts two years, during which time the signatory undertakes to learn a language, attend civic instruction classes, and take part in an orientation day.
Under the CAI scheme, the Luxembourg reception office (Office national de l'accueil - ONA), in collaboration with the Ministry of Education, Children and Youth, offers language training and civic instruction classes.
For the contract to be validated and a certificate awarded, the following three stages must be completed:
- Language training enables contract signatories to learn Luxembourgish, French or German to at least level A.1.1 of the Common European Framework of Reference for Languages. Signatories select their classes from the offer available at the Institut National des Langues, secondary schools, municipal authorities, and contracted associations.
- Civic instruction focuses on integration and the conditions for living together in a pluralist Grand Duchy as well as on its history, political organisation, habits and customs. It is organised in collaboration with municipal authorities in the various regions of the country.

- The aim of the orientation day, organised in half-day sessions and held twice a year at the weekend in collaboration with a number of partners, is to enable signatories to familiarise themselves with the Grand Duchy’s official bodies and organisations, in a convivial setting.
